Turnbull to restructure APS chiefs: Thawley out, Parkinson returns

Prime Minister Malcolm Turnbull is expected to announce a top level restructure of Australian Public Service chiefs with previously sacked Treasury head Martin Parkinson set to replace Michael Thawley as the head of the Department of Prime Minister and Cabinet, according to credible reports by Laura Tingle in the Australian Financial Review.

The return and elevation of Dr Parkinson, who became a high profile target of the previous Abbott government’s attacks on selected senior public servants, is certain to be interpreted as an overt and strong signal of confidence to progressive public servants after a bruising period that has seen public service numbers slashed.

Highly regarded Department of Foreign Affairs and Trade head Peter Varghese has also been tipped to step down to take-up a role in academia — although this would likely come independently of any cleanout by the Turnbull camp.

Two senior positions which public servants across Canberra will be watching carefully the wake of the breaking news are that of Australian Public Service Commissioner John Lloyd and Department of Finance Secretary Jane Halton.

It is understood that since the replacement of Mr Abbott by Mr Turnbull there has been a concerted effort from the top to reset the dialogue and focus of the public service away from a punitive campaign of cost reduction to boosting productivity and innovation to modernise the public service.
