Press release: Trafford Youth Offending Service: YJB response to HMI Probation inspection report


Inspectors chose to inspect Trafford as a high-performing area to maintain a benchmark of good practice.


The inspection found that Trafford Youth Offending Service continued to prioritise reducing reoffending with the local rate standing at 32.9%, well below the national average of 35.7% for England and Wales.


A wide range of crime prevention measures were provided including:



  • the dangers of car crime

  • issues relating to gang membership

  • weapons and knife crime

  • peer pressure and antisocial behaviour

  • victim awareness


Lin Hinnigan, Chief Executive, said:



I am pleased that joint HMI Probation and colleagues from other inspectorates found an enthusiastic and committed staff, that levels of performance had been maintained and that a large majority of work had been completed sufficiently well across each of the areas inspected. It is also pleasing to hear the voices of young people expressing satisfaction with the work undertaken at Trafford.



The inspection report also found evidence of strong partnership working. Arrangements for health, education and learning for its service users were especially good and work to protect the public and victims was also found to be good.


However, close examination of a small number of cases identified some systemic and governance issues relating to its safeguarding work which required more attention.


The recommendations made in this report are intended to assist Trafford continue to improve by focusing on key areas.
